These defects were submitted to Phuket and were accepted, but were inadvertantly deleted. They are in the red-lined input to Phuket. All message elements require attributes, so those should be re-added. Message 200 in particular (prior to Phuket, was one of the redundant free text message elements. In January the ADSP decided to allow only 1 or 2 levels in any message element using the level variable. Prior to this the requirement had been to allow 0, 1 or 2. It was decided that allowing 0 levels in all cases but 1 was operationally non-sensible, and moreover could have adverse safety implications. The case where the ability to specify 0 level was required was in the REPORT REACHING message. This is an operational currently available in the voice environment, and s condition. The requested modifications to the message set are consistent with the ADSP Manual.
