Summary of Defect:      

Within AirSpeedChange (about 8 pages into the ASN.1) 
there is a comment under ias-change which was missed when converting the 
units back to imperial. It currently says:
     
        INTEGER (1..700)
-- units = speed-units (see Note 1)
-- range = 1 to 700 speed-units
     
If the ASN.1 is left as it is, as there is nowhere in the SARPs the definition of the "speed-unit",
it is impossible for the implementors to deduce the value to be encoded from the operational value (and vice-versa).
Several interpretations are possible.
