Summary of Defect: 

On receipt of a negative D-START confirmation, although the dialogue has not been established, the ADS ASEs attempt to abort it by invoking the D-ABORT request. 
The ASE should be prevented from invoking the D-ABORT request.

In addition, as the D-START service is always ground-initiated, the section dealing with the reception of the D-START confirmation (2.2.1.5.4.5) should applied to the ground ASE only.

Proposed SARPs amendment: 

Section 2.2.1.5.4.5.1 should be changed from:

Upon receipt of a D-START confirmation with the result parameter value containing the abstract value rejected (transient) or rejected (permanent), and the reject source parameter value containing the abstract value DS user, the air or ground AB module shall be requested to abort with reason sequence-error.

to:

Upon receipt of a D-START confirmation with the result parameter value containing the abstract value rejected (transient) or rejected (permanent), and the reject source parameter value containing the abstract value DS user, the ground LI module shall:
a) request the ground AB module to abort with reason sequence-error, and
b) enter the LI-G-IDLE state.

Section 2.2.1.5.4.5.2 should be changed from:

Upon receipt of a D-START confirmation with the result parameter value containing the abstract value rejected (transient) or rejected (permanent), and the reject source parameter value containing the abstract value DS provider, the air or ground AB module shall be requested to abort with reason sequence-error.

To:

Upon receipt of a D-START confirmation with the result parameter value containing the abstract value rejected (transient) or rejected (permanent), and the reject source parameter value containing the abstract value DS provider, the ground LI module shall:
a) request the ground AB module to abort with reason sequence-error, and
b) enter the LI-G-IDLE state.
