Summary of Defect:

Section 2.3.4.2 defines the LevelFeet parameter as an integer from -600 to 70000 in units of feet with a resolution of 10. This is inconsistent with all of the remaining variables in CPDLC, and the ASN.1 structure would allow values to be sent that are not operationally allowed.  

This could cause safety problems.

	--unit = Feet, Range (-600..70000), resolution = 10
