Summary of Defect:

Sections 2.3.5.4.2.1 and 2.3.5.6.2.1 state what the air and ground ASEs must do when an unrecoverable system error occurs.  However this cannot be a shall, since it is possible that the unrecoverable error itself prevents the ASE from the listed requirements.  Thus these requirements must be changed to a recommendation.  The other 3 application SARPs have this case as a recommendation already. 

As a shall requirement, the SARPs cannot be complied with by any implementor.
