One of the requirements that is emerging from the PETAL II work in EUROCONTROL is the need to provide additional information through the use of one of the freetext elements. This requirement would be satisfied if this restriction could be removed. It would thus allow a CPDLC-user to send the message element ERROR together with a freetext message containing further explanatory information. Of course, the freetext would not be entered by the aircrew - it would be built into the equipment, and be sent automatically and immediately on detection of the error. This change is straightforward and only impacts 2.3.7. The current requirement is over specified (there is no operational requirement for such limitation).
