Summary of Defect:  

The service description of the FIS SARPs mandates a ground FIS system not supporting the FIS update contracts to include in the negative FIS update contract request the requested FIS information.
Actually, as described in the ADSP Manual, the FIS service and protocol shall allow to send the FIS Information optionally, that is when the information can be retrieved only. If the information is not available, the FIS ground system rejects the request without including any other information.

If not corrected, any ground system not supporting the update contracts and claiming conformance to the SARPs will not be able to operate the service as described operationally by the ADS Panel.

Proposed SARPs amendment: 

Section 2.4.3.4.8.2 should be changed from:

This FISInformation parameter shall be present if and only if:
a) the Result parameter contains the abstract value "accepted", or
b) the Result parameter contains the abstract value "rejected" and the RejectReason parameter contains the abstract value "update contract function not supported by the FIS-ground-user".

to:

The FISInformation parameter shall be present if the Result parameter contains the abstract value "accepted".

Note. The FISInformation is present upon user's choice if the Result parameter contains the abstract value "rejected" and the RejectReason parameter contains the abstract value "update contract function not supported by the FIS-ground-user".
