Summary of Defect: 

The values indicated in SARPs Table 2.4.5-1 for t-DC-2 and t-DC-3 must be greater than the values specified for t-DC-1 and t-UC-1.

Values for t-DC-2 and t-UC-2 should take into account three transfers of messages (and not two). Therefore a value of 9 minutes should be recommended.
