Summary of Defect:
 
There is a high level operational requirement that Voice ATIS and Data Link ATIS shall be identical (Annex 11). The current FIS ASN.1 relating to ATIS message contents was not sufficiently defined to allow this operational requirement to be achieved. The ATIS ASN.1 should match the requirement given in the Manual of ATS Data Link Applications (Doc xxxx).

Proposed SARPs amendment: 

Three types of changes are proposed:
[DEFECT] The change is proposed to correct a defect in the original ASN.1 specification.
[MINOR]	 The change is proposed for adding clarification to the specification.
[MAJOR]	 The change is proposed to align the ASN.1 specification to the ADSP Manual.

Proposal #1] Replace the chapter 2.4.4 by the text attached to this PDR in files 980306_1 (redline) and 980306_2 (clean).  

Proposal #2] Replace the chapter 2.4.4 by the text attached to this PDR in files 980306_3 (redline) and 980306_4 (clean).
The additional changes are identified by tags [DEFECT/#2], [MINOR/#2] and [MAJOR/#2].
