Summary of Defect: 

Comparison of Doc 9705 with Doc 4444 indicates that editorial and technical changes have been made to Doc 4444 after CCB-4 (Montreal).  The PDR realigns Doc 9705 with Doc 4444.

Interoperability Consideration:  Message 215 has had the <direction> and <degrees> fields transposed between Doc 9705 and Doc 4444.  At least a note to indicate consistency of display is necessary, although the bits on the wire can remain the same.
