This erroneous, because the specified transitions are valid only if the ground FIS DC module is in the DC-G-PENDING state. Impact on interoperability: None. The error - instead of being detected immediatly by the FIs-ground-ASE - is detected by the FIS-air-ASE on receipt of the [FISAccept] or [FISReject] APDU. Impact on safety: This may increase the crew workload since an abort alarm is sent to the pilot indicating an error of the ground system. It is much more efficient to detect the error on the ground before any data be sent to the aircraft.
