Summary of Defect:

The reception of a D-END indication by the FIS-ground-ASE when there are still FIS contracts in place should not be allowed since the D-END must be initiated after the completion of the last FIS contract. A protocol error should be indicated to the FIS-air-user.

Proposed modification:

1/ In section 2.4.5.3.12.11.1, replace:

Impact on interoperability:

None. The FIS-air-ASE is now able to detect another situation of protocol violation by the FIS-ground-ASE. If this PDR's resolution is not implemented, the dialogue is terminated normally despite the presence of a FIS contract.
