Summary of Defect:

It is proposed in the context of PETAL IIE operationally to use free text messages concatenated with the ERROR [errorinformation] message to provide more meaningful error information.  To support this proposal it would be useful to add a further value to the ASN.1 ErrorInformation definition - "freeTextErrorInformationAttached"  (5)".  (There is an extensibility marker here.)  This value would be used if a free text message containing meaningful error information is concatenated with the ERROR message element.

There may be consequential changes to chapter 7 if this proposal is adopted.

SME Recommendation to CCB:       	-

The change introduces new functionality.  It requires an update to the ASN.1, which creates a backwards compatibility issue.  It can not therefore
be included as a fix for the current version of doc 9705.

Therefore this PDR is proposed to be forwarded.
