Summary of Defect:

There is confusion as to when to put application information in Logon Request and Logon Response APDUs.  This PDR suggests adding clarifying notes.

Add note to 2.1.7.1.1.1:

Note. - Some applications such as ADS and FIS are exclusively ground or air initiated, and the Logon Request must reflect that.  Other applications such as CPDLC may be classified as either air or ground initiated, or both air and ground initiated (depending on the implementation).  If such an application is air only initiated, then the Logon Request will contain only the AEQualifier and version number.  If such an application is either ground only initiated OR both air and ground initiated, that application is considered to be ground initiated and the Logon Request will contain the AEQualifier, version number and address of that application.
