Summary of Defect:

1/ (source: mail from the ICAO MET Office - 23/11/00)

As a result of the final review of the amendment proposal to Annex 3, the ranges for the wind speed have been changed as follows:

 1...399 if expressed in KMH 
 1...199 if expressed in KT 

This change concerns: a) local routine and special reports; b) reports in the METAR/SPECI code forms and c) aerodrome forecasts in the TAF code form.

Note that the resolutions remain unchanged. 

Also note that the corresponding changes will be proposed to the WMO Manual on Codes (WMO -No. 306) during the upcoming Session of the WMO Commission for Basic Systems to be held in Geneva, 29 November to 8 December 2000.   As a result, all the documents would be aligned.

The MPS unit is an Annex 4 unit. The ASN.1 comment should be changed accordingly, as well as Doc9694.

SH stands for SHOWERS. The code used for SHALLOW is MI.  So, SHSN is SNOW SHOWERS and MIFG is SHALLOW FOG. The ASN.1 type for Weather Qualifier should be changed to read shallowMI and not mistMI.

B/ Section 2.4.4.3:

In ASN.1 type WeatherQualifier, change from:

Proposed CAMAL amendment:

Change definition of "Wind Speed" in Table III-5-x: Surface Wind.
Change definition of "WeatherQualifier" in Table III-5-x: Present Weather.


Impact on interoperability: The proposed changes modify the PER encoding. The change must be implemented in all version 2 FIS implementation compliant with Doc 9705 Edition 3.

Validation Status: The ASN.1 syntax of the DFIS description including the changes described in this PDR was successfully checked by an independent tool.
