Summary of Defect:

The review of Draft Edition 3 (ICAO version made available on the ICAO web site in November 2000) shows that several proposed changes to align Doc 9705 with Doc 9694 and Annex 3 accepted by the CCB have not been correctly applied by the editor:

Impact on interoperability: Some of the proposed changes (ADS-1, FIS-3c) modify the PER encoding or prevent the ASN.1 modules from compiling. The changes must be implemented in all version 2 FIS and ADS implementation compliant with Doc 9705 Edition 3.

Validation Status: The ASN.1 syntax of the DFIS description including the changes described in this PDR was successfully checked by an independent tool.
