It should be clearly stated that upon receipt of a D-START indication with no Version Number parameter, the CM-ground-ASE shall refuse the dialogue establishment with an abort. However, sections 2.1.5.3.3.2.1.1/2/3 and 2.1.5.3.3.2.2.1/2/3 force the CM-ground-ASE to compare the value received in the D-START indication DS User version number with the version number of the ground ASE. This implies that it is assumed that the D-START indication primitive contains a version number parameter. Therefore the general exception handling section 2.1.5.4.4.3 is fully applicable "upon receipt of a dialogue service primitive for which there are no instruction in 2.1.5.3 (i.e. the primitive [...] was expected with other parameter values)". The SARPs covers the case described in this PDR by instructing the CM-ground-ASE to abort the connection with reason "protocol-error". No change to the SARPs is proposed.
