Summary of Defect:
     
The type ReleaseIndicator which is used in the Transfer-communication 
service of AIDC is not correctly defined. It is defined as a BOOLEAN, 
but it is apparently meant to indicate the degrees of freedom (lateral, 
upwards, downwards, all) allowed to the receiving controller following 
transfer of communications while the flight remains strictly under the 
control of the transferring controller.

Proposed SARPs amendment:
     
1. Liaise with ADSP to verify the proposed change below and ensure 
it is reflected in the Manual of ATS DL Applications.
     
2. Change the definition to the following:
